This statement states that author agrees with judgement doesnt oppose it..and futher adds his 2 cents to the mix..

The claim is that the lawyers "alone" are to be blamed.
The argument says its not true. Both plaintiffs and lawyers are to be blamed. Further evidence is provided subsequently.
The original claim no longer stands true.

Bunel only E is matching, but the first part is correct because it is a judgement. The argument listed the reason on which this judgement is based. Then how it is opposing?

If you read the last line it clearly states analysis of those lawsuits show that a number of them involve plaintiffs who decided to sue against the advice of their lawyers

They are doing against the advice of their lawyers, so the author is saying that it is not alone the lawyer fault.

Now in this question author is saying that Many people blame lawyers alone for the decline in people's ability to resolve conflicts outside of the court system. Note that this is not the conclusion, it is just the explanation/judgement that author is stating. Now after this author further explained why only lawyer should not be blamed and further state that it is the plaintiffs' greed is also responsible and in the last line author clearly stated that a number of the cases involve plaintiffs in which people decided to sue against the advice of their lawyers. This clearly means that author is not advocating what the bold face is saying rather he is opposing to that.

Let us start option elimination:

A. It is the main conclusion of the argument. -> Definitely this is not the main conclusion, so not the answer
B. It is a finding that the argument seeks to explain. -> No it is not a finding rather it is judgement. Also argument is not explaining it but rather opposing it.
C. It is an explanation that the argument concludes is correct. -> Author is opposing that, so it is just opposite.
D. It provides evidence in support of the main conclusion of the argument. -> It is opposing it, and none of the eveidence provided in this to support the claim.
E. It introduces a judgment that the argument opposes. -> Exactly our thinking.

Bold faced is clearly not the conclusion. In the bold faced author is just telling what many people believe. No where the author is concluding anything. It is an observation of the many people.
