Why cant the answer for this be 'B'?

This clearly says that restaurant customers in H are more likely to take-home than in D? Which clearly contradicts having more restaurants in H than D.

I understand C does not weaken it directly. Indirectly it might, for example, easier to operate might lead to better customer service & hence, more customers. But we generally don't take inferences from answer stems in GMAT.

Not sure how E weakens it - more population would mean a chance at more customers? Or is it being considered that more population means proportionately

The question is asking which of the options doesn't weaken the conclusion

The conclusion says that residents of H are more likely to eat in a restaurant than the residents of D.

This option says that residents of H are likely to order takeaway more, which clearly means that they are less likely to eat in a restaurant, hence weakens the conclusion

Seems B and C both could be the answers. 
B if true doesn't weaken the conclusion. It only says that more people in Holistown is inclined to takeaways THAN in Deedstown. But that doesn't mean more takeaways than order in the same city.
