I've chosen E and rejected A because A actually weakens the critic's argument. While it would initially increase capacity, it would eventually decrease in usage (even if it's for bad reasons like maintenance challenges). The critic's argument relies on the fact that the extra stress on current public transportation system would exceed the current maximum, even though in reality it would fall off after implementation and that won't become a problem.

1. Option A The word "significant increase" is used in line number 3 and if majority of residents prefer to take private vehicle then that makes it more strong weakner to city council argument.
2.Option E uses word tend to decrease and what if it decreases but the usage is still very high.

This is the nuance that question is trying to check.

I was confused between A and E, And the following is why E is correct.
Critics' argument stated the following:
1. Transportation is already operating at the maximum
2. Expanding would require more funds
3. Electricity relies on fossil fuels

Now, A talks about problems arising after a period of time due maintenance issues, while it weakens the city council's proposal, it does not necessarily strengthens the critics' arguments.

On the other hand, E directly targets/ opposes one of the aims of city council; of reducing private vehicles. If public chooses private transport there is no point in executing a bigger network of transportation and thereby strengthening the critics' stance against the proposal.

Option A is close, but it does not explicitly talk about reducing traffic congestion and lowering carbon emissions which is the main point of discussion. We cant directly infer from this option whether or not the new plan will help with the traffic
