If other dietary changes are also made, then sugar consumption alone cannot be identified as the cause.

(B) gives a perfect alternative explanation, proving the evidence is not conclusive.

Why the other options are not correct

(A) Genetic reasons would not suddenly change when people move.

(C) Proves that low sugar consumption is possible in cities but does not explain dental issues.

Logical structure
