at first glance looking at OD even I eliminated it, but thats the mistake guys. its not talking about workers making guidelines its simply says the workers dont have knowledge to choose better from all the current already established/made guidelines.

Explanation

A and B point to internal conflicts or disagreements, but those don’t show that workers would be worse off than under government regulation.

C raises a potential risk about funding, but it’s speculative and indirect.

E says mistreatment may still occur, which doesn’t undermine the claim that unions would do better overall than the government, no system is perfect.

So D most directly and forcefully undercuts the proposal.

The correct answer is D.

Those who are suspicious of government attempts to regulate industry suggest that the well-being of workers would be better served if workers’ unions were established for each profession and radically empowered to establish and enforce the worker protection guidelines currently enforced by the government.
