The reason as put forth by the manager of Eyre apartment is the cooperative community environment, which is a close knit group that has fostered a conducive atmosphere for the tenants.

We need to find a strengthener.

Aș per the para, the manager sights cooperative community as the reason for retention of its tenants.
In order to support it, we have to locate something on the lines that says that tenants value this cooperative community, something which other apartments lack.
So, let's check our options now.

A. Some tenants living in apartments move to a new building if they become bored with their current neighborhood.
The manager just pointed out the cooperative community as the reason for the tenants retention. However, to assume that one doesn't get bored with the community would be a bit of stretch, since nothing in the para supports such assumption. Rejected.

B. The cost of living in Eyre Apartments is relatively low compared to other housing complexes nearby.
If the low cost is the reason for tenants retention, that it weakens the managers claim attributing the results to the cooperative community. Rejected.

C. Many of Eyre Apartments’ oldest tenants had previously lived in only one other housing complex.
This info doesn't help understand as if how it's related to the tenants retention reason. It doesn't support, and either weaken the claim. Rejected.

D. In a cooperative community environment, people avoid behaving in a way that might threaten group harmony and thus avoid mentioning to their fellow tenants any dissatisfaction they might have with their accommodations.
To avoid mentioning one's dissatisfaction to others is a one thing, not moving the apartment is other, since the tenant could still have an option to move. Hence, it doesn't explain the reasoning. Rejected.
