Option B says that Charlesville temperature drop steeply at night. But it's mentioned in the stimulus that Taychester is always atleast 10 degrees colder than Charlesville. So even if Charlesville gets cold at night, Taychester gets even colder. So, this doesn't explain why Charlesville would pay more for heat.
Hence, B is the answer.

The temperature in Taychester is always at least 10 degrees lower than the temperature in Charlesville. However, the average resident of Charlesville spends 10 to 20 percent more on winter heating expenses than does the average resident of Taychester.

Each of the following, if true, helps to resolve the apparent paradox described above EXCEPT:

(A) Heat loss due to wind is less in Taychester than in Charlesville.

(B) Although Charlesville is always fairly warm during the daytime, temperatures in Charlesville drop steeply at night.

(C) Utility rates in Taychester are lower than utility rates in Charlesville.

(D) People who are used to warmer temperatures generally keep their homes warmer in the winter than do people who are used to colder temperatures.

(E) Houses in colder climates are usually better insulated than houses in warmer climates.
