This question is about converting data from one 'format' to another and properly doing the necessary arithmetic. The speed with which you handle this question will come down to how you choose to organize your work. The answer choices give you a BIG hint as to how you can do this work quickly though (by converting everything into decimal 'format'). In these types of questions, it's often helpful to do the math in small 'comparison steps.'
Were asked to figure out the value of 1⁄5 of 0.02 percent.
1/5 = .2
1 percent = .01
.2 percent = .002
.02 percent = .0002
So 1/5 of .02 percent = (.2)(.0002) = .00004
