Total number of pets= 28+46=74
dog %age is greater than cat%age.So dogs to be removed.
New number of desired pets=70% of cat ----> 30 % of dog in shelter
Let X no. of dogs removed
left out dogs = 46-x
So,Total number of pets= 74-x
for getting 30% of dogs in total
(46-x)= 30%of(74-x)
x=34

Given:
28 = (70/100)*(28 + (46 - x)) = 0.7 * (74 - x)
40 = 74 - x
Or x = 34

I plugged in on this question to find a solution.

Total Animals = 46+28 = 74

C.) 28
---> 74-28 = 46 animals left
28 cats/48 animals = 14/23 < 70% so I know more than 28 dogs have to leave

D.) 34
---> 74-34 = 40
28 cats/40 animals = 7/10 so the correct answer is D

There are a total of 28 + 46 = 74 animals. Let d denote the number of dogs to be removed so that 70% of the remaining animals are cats. We can create the equation:

28/(74 - d) = 7/10

280 = 7(74 - d)

280 = 518- 7d

7d = 238

d = 34

Alternative solution:

If the cats are 70% of the animals in the shelter and since the number of cats is 28, then the total number of animals in the shelter can only be 28/0.7 = 280/7 = 40. Thus there can be only 40 - 28 = 12 dogs in the shelter. Since there are currently 46 dogs, 46 - 12 = 34 dogs should be removed.
