This does not seems like a GMAT question.
Watch gains 5 seconds in 3 minutes or 5 seconds in every 180 seconds.
Time passed in correct clock = 180 seconds
Time passed in faulty clock = 185 seconds.
Given: Time passed in faulty clock = 9 hours and 15 minutes = 9*60*60 + 15*60 = 33300 seconds
Time elapsed in the correct clock = 180/185*33300 = 32400 seconds = 9 hours.
Hence the time in correct clock = 7 + 9 hours = 4 PM Option B
Alternative solution.
Clock gains 5 seconds every 3 minutes = 100 seconds every hour (60 minutes) = 900 seconds every 9 hours = 15 minutes every 9 hours.
Hence when the faulty clock shows 4:15 PM, the actual clock should show 15 minutes less i.e. 4:00 PM

Not very likely to be seen on GMAT..
Again two solutions--
1) Substiution:-
AS the choices show, we should start with the simplest number..
and also it is teh middle number, so would eliminate other two choices if it itself is not correct..
from 7am to 4pm=9hrs..
each 3min lead to increase in 5secs, so 9 hrs will lead to 9*60/3 *5 =180*5=900 secs or 900/60 min=15 mins
Ans fit sin ..
Say we got a higher value than 4:15, we would have discarded the higher values above 4 and thu sleft with two choices and opposite if it was <4:15..
2) EQUATION
7 am to 4:15pm= 9hrs 15 min= 555 min..
let the actual time passed is x min..
so increase in x mins= x/3 *5 secs or 5x/180 min..
therefore x+ 5x/180 =555..
185x/180=555...
x=180*3=540 min or 9hrs..
9hrs after 7am = 4pm..
