383.6 miles = 383.6/28 = 13.7 inches

We can Test the answers with a strategy.

Without a lot of calculations and with sense of numbers, you can eliminate choice A & B.

Test choice D, if it does not fit, we can go directly for choice C or E.

D= 21.2, close to 20.........20 * 28=560 far away of 383.6

Clearly our answer is C

10 inches will give us 280 miles.

So we are left with about 100 miles. 1 inch for 28 miles means we won't need more than 4.

Only Option C.

We can create the proportion:

1/28 = n/383.6

Cross-multiplying, we have:

28n = 383.6

n = 13.7 inches
