15 read novels
23 + 2 read newspapers
total 15 + 25 = 40
ratio of males to females is 3:1 hence females = 30, males = 10
15 read novels , out of which 7 are females,,,hence males = 8

Let number of male passengers reading novels on the train = m
number of female passengers reading novels on the train = 15- m

(23+ 15-m)/(2+m) = 3
=> 4m = 32
=> m = 8

The real answer is "cannot be determined". The question does not state that every passenger on the train is at least reading in some form.
