If it is told us that m is -3 to 14 only,and option A tells us that m can be -14 which question itself denies ,becouse it tells that m can not be less than -4 ,hence option D only satisfies .

If we say that M > -15, can m be -14 too? and if m > -14, it does not satisfy the original condition of m > -4 .... I am weak in this topic, any explanation will be helpful. Thanks.
