We can use the following formula:

average = (total distance)/(total time)

Average = 40/(20/60 + 20/40)

Average = 40/(1/3 + 1/2)

Average = 40/(2/6 + 3/6)

Average = 40/(5/6) = 240/5 = 48

Think about it like that.

we have a 40-mile distance in total (20 + 20 ). Keep that in mind

1) he covers a 20-mile distance at a speed of 60 mph in 2/6 hrs (or 2/6 * 60 =20 min ) ( 1 hr --> 60 miles
x hrs --> 20miles 60x = 20, x=2/6)

2) he now covers a 20-mile distance at a speed of 40 mph in 1/2 hrs (or 1/2 * 60= 30 min) (same as above)

1/2 + 2/6 = 5/6 hrs . Hence, he covers a 40-mile distance in 5/6 hrs (or 50 min)

Speed is = miles / hr , so 40 miles / (5/6) = 48

Going:
Distance- 20
Speed - 60
Time - 1/3

Returning:
Distance -20
Speed - 40
Time - 1/2

Solution:
Distance = 40
Time = 1/3 + 1/2
= 5/6
Speed = 40 * 6/5
= 48 (answer b)
