  The most important and crucial step is to convert cents per ounce to pounds per dollar  
so price c cents per ounce....c cents per  \frac{1}{16}  dollars = 16c cents per dollar =  \frac{16c}{100}  pounds per dollar
so price of p dollars =  p*\frac{16c}{100}=\frac{4*pc}{25} ...
THRICE of this cost = 3*\frac{4*pc}{25} = \frac{12pc}{25}
