Approximate. You should immediately see that 10% of 382 is 38.2 which is around 38. So answer would be (E)

A lot of percentage based calculations can be simplified if you remember that 10% is just one decimal place shifted left. 1% is 2 decimal places shifted left.

e.g.
N = 380
10% of 380 = 38.0
1% of 380 = 3.80
5% of 380 = 38/2 = 19
2% of 380 = 2*3.8 = 7.6
