Solution:

We see that 38 million is approximately one-tenth of 382.6 million; therefore, the percent of the trips that had California as the destination is approximately 10%.

The key to speed on these questions is to always check the options first: if they’re rounded, stop calculating and start estimating! Since $38 million out of $382.6 million total trips is close to 10% ($38.26), we immediately know the answer sits comfortably between 9% and 10%, making Option E, a low-effort win without touching long division.
