The language of the question might make the reader interpret the statements given differently.
Statement 1 -> 0.2 *(max marks) = passing marks - 10
Statement 2 - > 0.42 *(max marks) = passing marks + 0.12*(passing marks)

Moreover, it is clear from the question that we must take 12% from passing marks, not from max marks.

Subtracting equation 1 from equation 1,
10% of max marks = 10
max marks = 100 (Option B)
and 42% of max marks - 12% of max marks = passing marks.
