\frac{1}{12}  =  \frac{1}{2^2*3}  =  x*2^{-2}*3^{-1}  =  2^{-5}*2 .

x =  \frac{2^{-4}}{2^{-2}*3^{-1}}  =  \frac{3}{4}

B is the answer.

square root of 4 ^1/2 = 2 , then 2^ -5 * 2^ 1 = 2 ^-5+1 
2 ^ -4 = 1/16 
 x/12 = 1/16 times 12/1 
x = 12/16 
x = 3/4
