yes you are right , this does not seem to be GMAT based question, upon doing the google search it comes out to be a question taken from American mathematic competition
Bunuel any specific reason why you posting such tough and out of scope questions ? I have been following you for quite some time but have never come across so many questions mostly quant which do not seem gmat like but are more of competition or olympiad based.

Let the no. of students be = x
No. of pencils each student bought = y
Cost of each pencil = m cents

Now, \(x*y*m = 17.71\)

xym = \(\frac{1771}{100}\)

factorising 1771 = 7*11*23

Since x and y cannot be a decimal, m cents is the decimal form here.

There are 3 valid cases possible here:

Case 1)
No. of students be = 7
No. of pencils each student bought = 11
Cost of each pencil = 23 cents

Case 2)
No. of students be = 11
No. of pencils each student bought = 7
Cost of each pencil = 23 cents

Case 3)
No. of students be = 23
No. of pencils each student bought = 7
Cost of each pencil = 11 cents

Out of the 3 cases above, as the question stem said "majority of the students bought pencils" we can select case 3) as the most suitable option here.
So cost of each pencil is 11 cents.

OPTION: B

It's marked "Out of scope". You can ignore questions marked like that if you like.
