let x= 3 and y = 2
rounded up x by 3.4 and lowered y = 1.6
so x-y = 1.8

Why shouldn't we take in count the red part?, if its part of the statement then the answer shu0ld be C, isn´t it? (After subtracting the decimals).

I am confused, please help.
