The range is a difference between the larges and the smallest values.

Ranges by regions:
P: 60 - 10 = 50
Q: 55 - 13 = 42
R: 64 - 8 = 56
S: 60 - 10 = 50
T: 50 - 14 = 36
U: 63 - 10 = 53

So, we are interested in region T (36 is the smallest one).
Transportation costs showed with pale-gray color (the second sector on the bar). In T region it is equal to 20%.

The answer is E.

Actually, it questioned the least range of the dollar amount not the range of percents. Although the answer is most probably the same, but we should be careful

The range of dollar amount spent would be the least in case P according to my understanding which seems well below 500$ (appears to be around $375) while that in case U seems to be around $450.
In that case, would the answer not be C?

Range of some numbers = Highest - Lowest

So range of 20, 24, 37, 48, 50 will be given by 50 - 20 = 30.

Here we are talking about range of dollar amounts of the four expense categories.

Region P dollar amounts for the 4 categories will be 600, 160, 140, 100 (Total is 1000)
Range = 600 - 100 = 500

Region T approx dollar amounts for the 4 categories will be 600, 240, 170, 190 (Total is 1200)
Range = 600 - 170 = 430

So region T has lower range.

Note that we don't need to actually calculate the dollar amounts. Just consider this:

For P, range of dollar amounts will be 60% of 1000 - 10% of 1000 = 50% of 1000 = 500
For T, range of dollar amounts will be 50% of 1200 - 14% of 1200 = 36% of 1200 = 432

For all other regions, the total expense is much higher. Also, % diff between highest and lowest value is higher too. So their ranges will be greater than range of T.

For example, for region Q, range of dollar amounts = 55% 1350 - 13% of 1350 = 42% of 1350
42% of 1350 will certainly be more than 36% of 1200. So we don't need to consider it.
Same logic for regions R, S and U.

In region T, transport expense was 20% of total expense.
