stne I think 'users clicking on ad evenly' is implied in the question stem.

As otherwise, the question stem would have explicitdey mentioned 'Probabilty of users', as then there is no way to get to a specific numeric value as an answer.

Just a thought:

Just because users visit a website evenly doesn't mean that they will click on ads evenly too. Lets says per hour 100 users visit the site and in the first hour 50 users click on ads and in the second hour 90 users click on ads. In that case we won't be able to solve the question. In order to solve the question, it should have been mentioned that users click on ads evenly.

Hi, we know that users visit the site evenly, but it is also written that 2% of people visiting site click on ads. Thus people clicking on ads is also fixed, that is 2% before noon and 1% of those visiting site after noon.
So if 100 persons visit site, 2 will click on add every time before noon and 1 person will click after noon.

We see that the number of hours between 8 am and 10 pm is 14, so there are 448,000/14 = 32,000 users per hour, or 16,000 users per 30 minutes. So from 11:30 am to 12:00 pm, there are 16,000 x 0.02 = 320 users who click on ads, and from 12:00 pm to 12:30 pm, there are 16,000 x 0.01 = 160 users who click on ads. Therefore, the total number of users who click on ads between 11:30 am and 12:30 pm is 320 + 160 = 480.

Answer: D
