10% of 5860 is 586, 5% is 293 so 
7% will be around 400
eliminating 400 from 5860 = 5460
50% of voters are needed to win the election
half of 5460 = 5460/2= 2730

Among all B is closest to the value.
Answer is B

Remaining votes = ~ 5450.

Now a candidate needs at least 50% votes => >=5450/2 = ~2725 votes to win.

I wouldn't want to calculate (1/2)(93/100)(5860) here, but half of 5860 is 2930, so if everyone voted, you'd need "at least 50%" of the votes, so 2930 votes, to win. We know a few people don't vote, so you'd need a few fewer votes than that, and B is the only answer that could possibly be right.
