We need to maximize the 250 packs, then the 20 packs and then finally the 8 packs.
This is because the 250 packs are the cheapest for 250 doughnuts (20 packs would need13 packs of 20 which would cost 13 * 3.05 = $39.65 and we would need around 32 of the 8 packet doughnuts to buy approximately 250 doughnuts and that would cost 32 * 1.55 = $49.6
Dividing 200 by 23 we get eight 250 packs. The cost is 8 * 22.95 = 8 * (23 - 0.05) = 183.6
With the remaining $16.40, we can buy five 20 packs. The cost is 5 * 3.05 = 15.25
We now have 200 - 183.6 - 15.25 = 200 - 198.85 = $1.15
Therefore the maximum number of hot dogs = (8 * 250) + (5 * 20) = 200 + 100 = 2100
