Not sure if this is the correct approach may be ChiranjeevSingh can confirm.
Intention is to reduce calculation, and since approximate value is asked may be we can do this way:
\(17 \frac{14}{39}\) = 17*39+14
\(13 \frac{7}{39}\) = 13*39+7
Now \(\frac{17*39+14}{13*39+7} \approx \frac{17*39}{13*39}= \frac{17}{13}\)

I understand that a lot of people have an urge to convert a mixed fraction into a proper fraction before engaging with it. However, in this question, doing so would lead to a mess. The point to observe is that \(17 \frac{14}{39}\) is \(17 + \frac{14}{39}\), which is essentially 17.something and that \(13 \frac{7}{39}\) is \(13 + \frac{7}{39}\), which is essentially 13.something.
So, the answer will be \(\frac{17.something}{13.something}\)
Now, of course, the answer may vary depending on what those 'something's are. However, the options are not so close that we need to calculate the exact value. The closest options to \(\frac{17}{13}\) are \(\frac{17}{9}\) and \(\frac{17}{21}\), which are nowhere close enough to be possibilities.
