Explanation:

\(17 \frac{14}{39}\) can be written as \(\frac{677}{39}\)
\(13 \frac{7}{39}\) can be written as \(\frac{514}{39}\)

Ratio become = \(\frac{677}{514}\)
= \(\frac{17}{13}\)

The number \(17 \frac{14}{39}\) is approximately how many times the number \(13 \frac{7}{39}\)?

A. \(\frac{17}{3}\)

B. \(\frac{17}{6}\)

C. \(\frac{17}{9}\)

D. \(\frac{17}{13}\)

E. \(\frac{17}{21}\)

Not sure if this is the correct approach may be ChiranjeevSingh can confirm.

Intention is to reduce calculation, and since approximate value is asked may be we can do this way:
\(17 \frac{14}{39}\) = 17*39+14
\(13 \frac{7}{39}\) = 13*39+7

Now \(\frac{17*39+14}{13*39+7} \approx \frac{17*39}{13*39}= \frac{17}{13}\)

Ans-D

if the question is re-framed such that the second number is \(13\frac{38}{39}\), then following your logic we will still come to the fact that it is approx \(\frac{17}{13}\) times (which in reality is not the case).

I made the equation:

17(39) + 14 / 13(39) + 7

Since these are huge numbers, the 14 and 7 are insignificant. We can reduce and get 17/13
