2 raised to any power will not be negative, eliminate A. Also, 2 raised to any power will not be 1/3, eliminate C
Given 4 raised to a power equals 8 raised to that power +1 suggests power is negative, else 4 raised to some power won't be able to catch up to 1 plus some power of 8. This means y is negative, which would mean the result of 2^y will be fractional. Answer is C
