let us suppose the original no is 100.
increase by 20%, new no = 120
decrease by 30%, new no = 70/100 * 120= 84
Hence there is a decrease of 16%

Increse and decrese in percentage is given by A% + B% + A*B/100
So acc to question 20 + (-30) + 20*(-30)/100 = -16%
Hence Decrease by 16 % - Option B
