Use the divisibility test for 11 and find the difference b/w the odd and even placed digit or in other words, take the alternating sum of the digits in the number, read from left to right and see if its a multiple of 11 or 0 to decide if the number is divisible by 11.

A- 9 2 2 1 -Difference of odd and even positioned digits is (9+2) - (2+1) = 11-3=8 (Not divisible by 11;Eliminate)

B- 9 2 4 0- Difference of odd and even positioned digits is (9+4) - (2+0) = 11 (Divisible by 11;Hold on to the choice)
The digit sum is divisible by 3.

(option b)
