Let us make use of options.
As there will always be one multiple of 3*11 in 33 consecutive numbers, the answers has to lie within 33 consecutive numbers from 9231, either lesser or greater.
Only possibilities are A and B.
A. 9221
Divisibility by 3…..9+2+2+1=14, not divisible by 3. Discard
Answer is B.
9240….9+2+4+0=15….Divisible by 3.
Divisibility by 11.
Difference in sum of alternate digits is multiple of 11 including 0.
9+4-(2+0)=11…yes
