I believe it´s (C) 24.

To asphalt 1km of road, 30*12*8 = 2880 hours are needed.
Hence, for 2km 2880 * 2 = 5760 hours will be needed.

5760 / (20 * 12) = 24 (days)

SOLUTION :- (M1D1H1/W1) = (M2D2H2/W2)
(30 * 12 * 8)/1 = (20 * D2 *12)/2 ; where D2 is the days 20 men will spend to asphalt a road of 2km working 12 hours a day.
D2 = 24 days
