Since question asks us specifically on Feb 29th, we need to take leap year also in count. So, therefore, total days in 4 years will be 365*3 + 366 = 1461 days.
Now let us assume that each day 10 people are born so as per question we will have 14610 babies in 1461 days.
So % of babies born on Feb 29 (as bday shall be) = 10/14610 * 100 = 1000/14610 = 0.0684%

Thanks when I first solved the problem I ended up taking the full hour year cycle so I assumed there are 25 leap years in the 20th century and then solved. I think this approach you shared is more efficient as it takes only 4 years and 1 leap year to get to the answer, thanks much appreciated.
