We have to find how many times is 0.8 equal to19.2, in other words , 0.8 * (d) = 19.2
We can eliminate all choices and try with 24 and 25 as they are the closest to 19.2

24 * 0.8 =24 - 24*(0.2) = 24 - 2.4*2 = 19.2  ->  B accepted

Hence, the snail covered a distance of 0.8 meters in 1 sec.

Time the snail would take to cover 0.02 kilometers =  \frac{0.02 * 1000 }{ 0.8} = 25  seconds

Remaining time = 25 - 1 = 24 seconds

the snail has travelled 0.8 meters ,so that leaves 19.2 meters to be travelled.
this problem can also be done by slight approximation
if the snail had travelled 1m so far the remaining distance would have been 19.2 times the distance
But since it is less than 1m, the answer will be only slightly more than 19.2, this eliminates options A,D AND E and 
25*8 = 200 so 25*0.8 is 20 so we are left with options B that is the answer.
