Forget conventional ways of solving math questions. In DS, Variable approach is the easiest and quickest way to find the answer without actually solving the problem. Remember equal number of variables and independent equations ensures a solution.

Normally, when range=0 and the average (arithmetic mean) equals to the greatest number or the smallest number in the list, all elements in the list have the same value with standard deviation=0/
Looking at condition 1, the arithmetic mean is told to be 100, which is also told to be the greatest number in the list. Hence, the standard deviation=0, and all elements have the same value, and the average (arithmetic mean)= median. The condition is sufficient, and the answer becomes (A).
