You are given that p,q>0. The question asks you what percent of p is q ---> lets say q= r% p ---> q=rp/100 ---> r=100q/p or for our purpose what is q/p = ? .
So any statement that gives you this ratio will be sufficient to answer the question.
Per statement 1, p=0.09q ---> q/p = a unique value. Sufficient.
Per statement 2, p+q=760. Clearly insufficient. You can assign values to p and q and see you end up getting different values for q/p or p/q.
2 cases, p=1, q=759, q/p = 759 but if p=759, q=1 --> q/p = 1/759. Thus you end up getting 2 different values for q/p.
Hence A is the correct answer.

We need to find out what % of p is q.
Let the unknown % be r%.
p*r%=q
r/100=q/p
(1) p=0.90q
100/90=q/p
From here we get the unique value of q/p.
We can put the value and get the value of r% which is the required answer.
Sufficient.
(2) p+q=760.
We cannot get any unique values of p and q from here.
Not Sufficient.
