(1) 3/4 of employees are clerical, avg salary of $16,020. We do not know 1/4 of employees is clerical or their salaries are $16,020 too? --> insufficient
(2) We did not know the average salary the old group or did the average salary of 8% is still the same as the old one--> insufficient

1) Avg salary of \(3X=$16,020\) => \(3X*16020+X*Y=2342000\)
