I get E

Value of foreign goods in 1984 - a
Total value of goods in 1984 - x
Value of foreign goods in 1987 - b
Total value of goods in 1984 - y

Need to find -> ((b-a)/a)*100

A) Insuff. a = 19.8%(x)
B) Insuff. b = 22.7%(y)

Together,
((b-a)/a)*100 = [22.7y-0.198x]*100/0.198x
We don't know x and y. So Insuff.

Let total value consumed in 1984 be n1, and total vlaue consumed in 1987 be n2.

From (1), in 1984: Value of foreign god consumed = 19.8%*n1. Not sufficient as we have no information about n1, and value consumed in 1987.

From (2), in 1987, value of foreign good consumed = 22.7% *n2. Not sufficient as we have no information about n2 and value consuemd in 1984

using both, we have no values for n1 and n2 still.

we don't kow the total value of goods consumed in the United States for both year. We can not assumed that the value was the same.

yup, i made the mistake of assume x = y. Actually, the majority of my mistakes on the DS is when I make quick assumptions. Hopefully, on the GMAT test I will be more thorough.

To calculate the Percentage Increase we need to know the value of Foreign good consumed in year 1984 and the value of Foreign good consumed in year 1987

Statement 1: 1) In 1984 the value of foreign goods consumed constituted 19.8% of the total value of goods consumed in the United States that year
No information about 1987 foreign good consumed with respect to the foreign good consumed in year 1983 or 1984 so
NOT SUFFICIENT

Statement 2: In 1987 the value of foreign goods consumed constituted 22.7% of the total value of goods consumed in the United States that year
No information about 1984 foreign good consumed with respect to the foreign good consumed in year 1986 or 1987 so
NOT SUFFICIENT

Combining The two statements:
There is no connect from Year 1984 to 1986 to relate the Foreign good consumed in 1984 and 1987
Hence, NOT SUFFICIENT

2 percentage values alone are not sufficient to comapre two quantities

For example 50% of x is not always greater than 10% of y. What if x = 5 and y is 8342193487

Both statements together are insufficient.
