We are given,
|Actual(D) - Estimated(D) |<= 50
|Actual(V) - Estimated(V) |<=50
We have to find out |Actual(t)-Estimated(t)|
Now, Actual(t)= Actual(D)/Actual(V)
and Estimated(t)= Estimated(D)/Estimated(V)
or |Actual(t)-Estimated(t)| = [Actual(D)/Actual(V)] - [ Estimated(D)/Estimated(V)]
Note that we are not given the individual values of either D or V.
So, we cannot find the difference between the two ratios. Hence E.

we want to confirm if,
Te - Ta < 10 => De/Se - Da/Sa < 10
1 gives us De - Da <= 50 ...not sufficient
2 gives us Se - Sa <= 50 ... not sufficent
combining above equations we are unable to come up with required ratios
Answer should be E
