b can be a fraction 1/9, 3/9, 5/9, 7/9 or odd integer 1, 3, 5, 7
so statement 1 gives an answer No to the question "is b=6?" Sufficient
From statement 2
4b is not an even integer tells us b is not even.
b can only be a fraction 1/4 or 3/4
so statement 2 gives an answer No to the question "is b=6?" Sufficient
