is this a real gmat question? seems too easy? E. you arent even given a hard number, only percentages. if the firm has 10 people, the answer will be different from if the firm had 1000 people

post edit, the answer is still E. combined, you only want the information for people greater than 5%, which means you need to take out 4% and 5%, but there is no way to know this.

Statement 1. 70% people received a raise of >3%. But How many of these 70% fall in the range of >5% we don't know.
So Insufficient.

Statement 2. 20% people received a raise of >7%. That means 80% people are those who either didn't receive a raise or received a raise <=7%. We cant say how many of these fall in the range of >5%. So Insufficient.

Combining, - 70% received a >3% raise, out of which 20% received a raise of >7%. (these 20% will be a part of those 70% only). This means 70-20 = 50% are those who received a raise >3% but <=70%. Again no idea about 5% raise.
So Insufficient.

Hence answer is E.
