(1) is not sufficient.
(2) 0.32+0.16t, where t is the time in minutes. Also insufficient.

(i) alone is insufficient as it is not giving any information about cost per minute or sec.
(ii) alone is insufficient as it is not giving any information about timing of call.
combination of (i) and (ii) is sufficient.

To Find : Cost
We know Cost = Time * Rate

Statement 1 :

Time is given , but we get no information about the Rate -Not Sufficient

Statement 2 :

Rate is given , but we get no information about the Time -Not Sufficient

Combining 1 and 2 :

Cost = (First Minute * 0.32) + 7 * 0.16
Cost = 0.32 + 1.12
Cost = 1.44 Rs

Sufficient
