I) only percent wrt 2015 is given,no value is given and no info about 2017
Insufficient

II) percent wrt 2017 but we don't know about 2015

Combining both
We have percent but we don't know whether value remind same or not
If value remain same then we can calculate even if value figure is not given but that's not case here
