let the unit of the houses be N,
from condition 1, we have $1,750,000/(N/2)= $250,000. we could get N and price per unit.
from condition 2, $1,750,000/(N+6)=$1,750,000/N-$3,750
we could calculate N and price per unit from either condition above, thus IMO D.

Unit cost = (Total Cost)/(Total Units) ---> Unit cost = 1,750,000/(F)
Rephrase: What is f?
1) $250,000 = \(\frac{(1,750,000)}{(.5*f)}\)
- One variable + one equation = sufficient(f= 14)
2) Unit cost - 3750 =\(\frac{(1,750,000)}{(f + 6)}\)
- combined with given info gives two variables + two equations so also sufficient
Answer: D
