STATEMENT (1) - The ratio of the number of amphibians to all other animals in the park is 1:16
from this statement, we can't say anything about how many amphibians or reptiles are there
so, INSUFFICIENT

STATEMENT (2)- The ratio of the number of reptiles to all other animals in the park is 2:31
from this statement, we can't say anything about how many reptiles or amphibians are there
so, INSUFFICIENT

combining both statements together
we know  \frac{amphibian}{other-animal}  =  \frac{1}{16}  and  \frac{other-animal}{reptile}  =  \frac{31}{2}

now amphibian: other animals: reptiles = 1*31:16*31:2*16 = 31:496:32

let amphibian = 31x
then other animals = 496x and reptiles = 32x
from here we know reptiles are > amphibians

From Statement 1 , we can know the % of amphibians in the park. No information about reptiles. NOT SUFFICIENT.

From both statement 1 & 2 : information about total % of amphibians and % of reptiles in the park. So, we can find the ratio by calculating,

% of amphibians : % of reptiles. SUFFICIENT.
