We need to find whether d is negative or positive.
Statement 1:  Not sufficient 
If bc<0 then either b <0 or c<0. Both b and c can't have the same sign.
But this doesn't provide us any value for d.

Statement 2:  Not Sufficient 
If cd>0 then either both c and d are positive or both c and d are negative. hence, Insufficient

Statement 1 and 2:  Not Sufficent 
As per statement1, c can be both positive or negative, and as per statement2 d has the same sign as c so d can also be positive or negative.
