My approach for the question was:
Donations A made: a1........b1
Range p = b1-a1
Donation B made: a2........b2
Range q = b2-a2
Find out p>q? or b1-a1>b2-a2
1) b1>b2 not sufficient
2) a1>a2 not sufficient
1) & 2) all we know is a1+b1>a2+b2.
I know that we can subtract the two inequalities only if the inequality signs are opposite, which in this case they are not. so we can't find out the relation between (b1-a1) and (b2-a2). So the answer is

Yes, but you can do it without taking any variables.
Just imagine ranges on a number line. There is a range for A and a range for B (visualising on the number line makes it v quick and simple)

(1) The highest amount collected from office A was more than that from office B.
So
______0_____________ A1 _________________B2_______ A2__________
But we don't know where B1 is.
(2) The least amount collected from office A was more than the least amount collected from office B.
______0_________B1____ A1 ________________________ A2__________
We don't know where B2 is
Using both
______0______B1_______ A1 _________________B2_______ A2__________
Still no idea which range is greater.
