Since we know this sequence is consecutive, we probably want to know how many terms it has and where it starts (or another reference such as the 2nd term).
Statement 1:
We don't know how many terms are in the sequence. Insufficient.
Statement 2:
We don't know how many terms are in the sequence. Insufficient.
Combined:
Now we know we start at 8. Since the average is 16, the highest value must be 16 + (16 - 8) = 24. Now that we know the entire picture we can find the sum of terms. Sufficient.
