GMAT questions would not trick test takers this way. The formula should work.
So, I guess this question should have said s=-2 and u=4.
With such correction, we get t is either 0 or 2.

To find t, you clearly need to know the values of s and u
1: a = 3: This value is part of the horizontal position. It's irrelevant. Insufficient.
2: s = 2 and u = 4: These are the exact two values you need. You can plug them in to find t. Sufficient.
