Statement 1 is not sufficient as only total amount spent is given. This does not tell how much was spent on each item.

Statement 2 is also not sufficient as it only tells the price of each item bought but not the total money spent

Combining the Statement we get that 19x + 35y = 235 (convert to cents)
As 19 and 35 have no primes in common this Statement would give a unique solution for x and y and thus without solving we can say the Answer C is correct.

If you want to save than x=5 and y=4 would satisfy. Thus he bought 4 chocolate bars
