Asked: What is the range of the values a, b, c, and d?
Range = d - a
We need to know the values of a and d;

The ratio of a to b to c to d is 1:2:3:4
Let,x be the common multiple ==> ; a=x ; b=2x ; c=3x ;d=4x

St-1:
The average (arithmetic mean) of b and d is 9.
(b+d)/2 = 9 ==> (2x + 4x) = 2*9
6x = 18
x = 3
By knowing the value of x, value of a and d can be determined. Statement is Sufficient

St-2:
The sum of a and d is 15.
a + d = 15 ==> x + 4x = 15
3x = 15
x = 3
By knowing the value of x, value of a and d can be determined. Statement is Sufficient

If you check the solution you quoted carefully, you'll see that a, b, c, and d cannot be negative because each statement provides exact values, all of which are positive.
