st 1 :
M:S:B = 5:7:9 
this ratio is insufficient because the no of drinks could be 5,7,9 or 10,14,19 hence insufficient 
st 2:
rachel served a total of 35 screwdrivers is insufficient. Nothing can be derived except 35 screwdrivers were served. No info on martinis
both st 1 and st 2
we are given the ratio and value of screwdrivers which is 7, 7k=35 , 7 when multiplied by 5 gives 35. so total martinis served are 5*k = 5*5 = 25.
hence both st 1 and 2 gives the solution.

BY this statement we can get n number of value 
Hence insufficient

(2) Rachel served a total of 35 screwdrivers.
THis gives us only for one the drinks nothing about other.

When we combine we have ratio and value of one drink so we can get the value of required drink

Hence sufficient after combining both statement

C is correct answer .

Statement -2:
Total screwdrivers = 35
But we don't know have any information on martinis.
Hence, insufficient.

Both statement together can give us number of Martinis.
That is, (7x/21) = 35
x = 21 * 5
So, martinis = (5/21) * (21*5) = 25
Sufficient.
