Toefl Score Report: (2+4=6 weeks) or (just 2 weeks)?

Guys,

Me and my friend Pkit differ on how long does it take Toefl score to reach the schools. Last year the picture was like this:
1). You gave Toefl say on January 01.
2). It needs 2 weeks for ETS to assess you performance and score become available on January 15th. 
3). Then it needs 4 weeks for your scores to reach schools (It's February 15th now).
So, you had to give Toefl more than 6 weeks prior to the Deadline.

But after going to ETS official site I see that scores can be mailed EITHER by mail OR electronically.
So, looks like now we do need to wait those long 4 weeks and can give the Toefl just 2 weeks prior to the deadline.

Could you please tell us whether we are right or wrong.
